It plans to impose a penalty of Rs 500 million on every mobile operator whose network is used for illegal routing of calls. The department will also have the option of cancelling the licence if an operator is found to have defaulted over 10 times. DoT will initially impose additional performance bank guarantees if any operator is found violating the routing plan more than three times.
